Looking for a web developer and a designer (who can do both) to help us build and launch a website

Hi, We're looking for a web developer who can do both the design and programming for a new website. The website is a social networking/entertainment site with features such as user accounts, profiles, feed, notifications, messaging, search, payout functions. The website will need payment gateway integrated- and overall deadline is around 2-3 months with a budget of $7,500. The website will be a content creator site such as fanfix, fanbase etc. which will have payout features for content creators, and we need an admin dashboard. The programmer who will build this need to have expert level design skill as well because we currenty haven't designed it yet. It will be a website only, without an app at the moment.
