Need someone to adjust mobile responsiveness on a website with basic animations

I need an expert web developer to fix the mobile version of a website i recently built. Unfortunately i only have 20$ as a budget because another freelancer here screwed it up and I already paid the full amount to them. I need someone PROFESSIONAL with ATTENTION TO DETAILS.
