Website creation and creation of dynamic QR code card that leads to the website

Hi. I am looking to create a website for an advocacy initiative my son has worked on. For now, a website that shows a brief introduction to what his initiative is and it needs a tab page where a PDF will be located. That PDF should be downloadable by anyone who reaches the website. I would like some ability to track how many downloads and how many views that PDF attracts. Once the website is created, I would like to create a dynamic QR code card that goes directly to that PDF page. I want it to be dynamic since that website will be a work in progress and we will periodically have to edit it and add information on it. Is this a quick process? Can you give me a time frame for both the website creation and QR code card creation? I reside in Southern California and ultimately I need about 200 physical QR code cards in my hands by July 3. Not sure how this process works regarding QR code. If you generate a dynamic QR code, do I find another business in the US for printing of the code? Appreciate your direction on that...
