Moodle/IOMAD Plugin Developer

I am looking for a developer with experience in Moodle and IOMAD to build a native plugin that verifies user presence during SCORM course sessions. The project requires compatibility with Moodle 4.2, no modifications to the Moodle core, and full integration with IOMAD.
