Outlook Reinstallation Help

My PC (laptop) crashed about a week ago, but I have been using a cloud based company. (Carbonite) to store my information. I downloaded the recovery file to my wife’s computer ,but the download does not include the installation of a PST file into outlook... (Budget: $30 - $250 USD, Jobs: Computer Support, Microsoft Outlook, Technical Support)
