Python Script for Folder Monitoring

Need to develop a Python script that monitors a folder and logs newly created files. The script should periodically scan a specified directory, detect new files, and write their names along with timestamps to a log file. Clean code structure, configurable folder path, and basic error handling are required. Deliverables: source code and a short README.
