PDF re creation

i want a software which can re create entire PDFs into editable word document with identical formatting, spacing, fonts, blank spacing, table formatting, and basically re creating the entire pdf digitally. the PDFs contains textbooks pages and worksheets of students from standard 1 to 6, there are many PDFs so a concise software under budget is needed which follows an instructive pipeline and can automate the conversion process through use of Ai and APIs. some expectations from the conversion through software are : 1. word doc should have excate formatting, page formatting, right diagrm/text/table positioning and sizing 2. Ai intgration for identifying and integrating diagrams(like pie charts, stars, mathematical blocks, sqaures, circles, shapes, etc) as SVGs or as cropped images for complex diagrams 3. Ai integration for recognising and implementing mathematical signs(like division sign, fractions, division boxes, etc) into word doc 4. Using Ai to restore faded (and sometimes missing data) in the PDFs to create flawless conversion 5. software could use multiple APIs of tools needed in the conversion but the whole software package should be executable on any windows 11 device without any server dependencies and with API integration. i have many more expectations which will be further discussed while project is being worked upon. here is a sample PDF that need to be converted into identical word document completely editable
