PHP/SQL Website for Football Pool

I need a website built in PHP/SQL to manage a survivor league (American) football pool. The site should allow users to create accounts and have secure logins. The rules are: each week, users pick a team to win, and if that team wins, they advance to the next week. If they lose, they are out. The last user standing wins. The site should track user picks and standings, and send reminders to users to make their picks each week.
