GIS / PostGIS Data Engineer (Parcel & Location Analytics System)

We are looking for a GIS and database engineer to help implement a large-scale geospatial data processing system for property and land analysis. The system works with statewide and county-level parcel datasets along with supporting geographic layers such as transportation networks, administrative boundaries, environmental zones, and land-use overlays. All data is managed within a PostgreSQL/PostGIS environment. A structured set of business rules already exists to evaluate and filter parcels based on multiple geographic and attribute-based conditions. Your role is to translate these rules into a reliable, repeatable database workflow that can process large volumes of parcel data consistently. The system is designed to evaluate every parcel in selected counties, apply a series of filtering rules, track the outcome of each rule for transparency, and produce a refined list of qualified parcels. Each decision in the process must be traceable so that users can understand why a parcel was included or excluded. After filtering, the remaining parcels are scored using a configurable weighting system that can vary depending on the county or dataset. The final output is a ranked list of candidate parcels for review.
