Build a responsive, accessible, database website

I'm looking for a web developer fluent in MySQL (or similar) to build a responsive/adaptable, accessible website that will take guest registrations for multiple events/venues. I have a background in web and database development, but no time for me to do it - plus I'm a bit rusty and not fully up on current systems and security. We have a broad mapping of the database fields required, along with user workflows. Following development, there will be an expectation of ongoing maintenance and enhancement as required. For security and privacy reasons, we are ideally looking for an Australian developer. A non-disclosure agreement will be mandatory.
