Fix Critical Data-Loss Bug in React/Supabase App (Race Condition)

We have a React + TypeScript + Supabase app with a confirmed, reproducible bug: switching between "Program" and "Organization" view scope can silently lose user customizations — no error, just gone. Context: A similar bug on switching between saved views was already fixed (pattern: await pending save → force full page reload instead of in-app nav). The same pattern was applied to scope-switching but didn't hold up under live testing — edits still disappeared. A diagnostic logging attempt to find out why then froze the app entirely. The logging was reverted; root cause is still unconfirmed. We need someone who can: 1. Set up a safe repro environment (not live prod). 2. Find out why the flush-before-reload isn't actually completing in time. 3. Fix it properly — this has resisted 3 prior attempts, so please budget real testing, not a quick patch. 4. Verify with a repeat repro: edit → switch scope → switch back → reload page → confirm edit persisted. Run 2-3x (timing-dependent bug).
