Website developer with GSAP, SVG, VueJS, Tailwind CSS, WebGL

We are looking for a web designer to develop our Homepage. The design of the homepage is complete and we would like someone to take the design and bring it to life. The Webpage is not a static page but animated. The developer needs to be a master in GreenSock (GSAP), WebGL, SVG, D3, Three.js, Tailwind CSS etc. The Homepage should be lightweight so that it can quickly & easily load even in slower connections. The original creator of the Homepage design will explain you all the effects need for the page to come to life.
