Android Sequential Auto-Caller App

I need an Android application that can take a spreadsheet or CSV of phone numbers, dial each number one after the other, and play a fixed voice message automatically when the call connects. Once the message ends, the app should hang up and proceed to the next number until the entire list is complete...
