Custody - Senior Full-Stack Developer

What this build is: the clean foundation of one tool called Custody — one underlying ledger, three profiles: Keys (staff sign a key out and back in), Vendors (a contractor signs in/out, optionally taking a key), and Visitors (a guest/visitor signs in/out). The primitive: every profile is the same shape — a party opens an accountable event, signs, and later closes it. Keys, vendors, and visitors are three renderings of that one engine. Build the engine once. What this build is NOT: for this contract it does not wire into the Agenda, Board, Library, PDEE, audit spine, or AI. BUT the standalone version is the floor, not the goal (see §10). So the Phase 1 data model is engineered integration-ready — the seams the elite layer needs are pre-cut into the schema. Standalone today, wired-in next, without a rebuild. Stack: PHP / CodeIgniter 3, MySQL — match the existing app. New controller, model, views, tables. Legacy files are reference only.
