Weather Forecast Tool Development

I need someone to build a tool not a website that interprets weather forecast data and will notify me when the forecast meets certain parameters. I'd like to have the ability for this tool to look at the wind speed, percent cloud cover and also when high tide will be. Id like to be able to monitor this information this information for multiple locations. If the wind speed is equal or less than 12 mph, cloud cover is less than 20% and there is a high tide during this period I'd like to receive an alert of some sort
