JPEG Artwork to AI Vector

I have 2 pieces of artwork saved only as a high-resolution JPEG/PNG and I need it rebuilt cleanly in Adobe Illustrator so that I can scale it without quality loss. The file includes text elements; those need to be redrawn as editable vectors (not outlines taken from an auto-trace)...
