Optimize Azure VM, SQL & Subscriptions

My Azure bill has crept far above where it should be, and the culprit is clearly oversized compute. Every virtual machine and the paired SQL Server instance are running on more vCPUs and memory than the workload truly needs, and all disks sit on Standard SSD...
