Retaining Wall and Deck Permit Plans

I'm seeking a California Licensed engineer to create permit plans for replacing an existing timber retaining wall about 2.5 ft tall 25ft long and a small wooden deck (up to 200 sq ft). I want to replace the retaining wall with a cement wall and the deck with similar wood and new post anchors...
