Node + Postgres AWS DevOps

I have a production-ready Node.js application backed by PostgreSQL and now need a complete, automated DevOps workflow on AWS. Everything must live in the cloud, and I specifically want the workload to run on EC2 instances and/or an ECS or EKS cluster—no Lambda in this stack... (Budget: $15 - $25 USD, Jobs: Amazon Web Services, DevOps, Docker, Linux, Node.js, NoSQL Couch & Mongo, PostgreSQL, Terraform)
