Resolve Stuck USDt via Ethereum Exchange Transfer

I have a USDt transaction that left one centralized exchange but never arrived at the other because network delays have left it in limbo. The hash shows as pending for an unusually long time, and customer support at both exchanges keeps pointing to “congestion” without offering a real fix...
