Overview
We hold a coastal land portfolio (~100+ individual parcels) near Candidasa, Karangasem, East Bali, planned for a mixed residential + amenity development. We need a clean GIS foundation: an audited parcel basemap, a terrain/constraints layer, and a buildable-envelope analysis. Design work is out of scope — this is data engineering and spatial analysis only.

A "paid/unpaid" status map and payment records per parcel
An existing zoning reference map (to be verified, not trusted)

Scope & deliverables
Milestone 0 — Feasibility test. Source the official Karangasem RTRW / base spatial layer from Indonesian open data (Ina-Geoportal / OneMap / BIG), georeference 5 sample parcels from our certificates, return a short note on what authoritative layers are obtainable. Go/no-go gate for the rest.
Milestone 1 — Land audit. All parcels digitized as georeferenced polygons in one geodatabase. Attribute table per parcel: certificate type/number, area, phase, paid/unpaid, seller. Reconciliation: do the parcels close into one contiguous ~18 ha, or are there gaps/overlaps? Flag the access road and any parcel outside the main block.
Milestone 2 — Terrain & constraints. Slope, elevation and drainage from DEMNAS/SRTM; statutory setbacks (river / coastline / road); a buildable-envelope layer = total minus setbacks, steep slope and road corridor, with the buildable hectares quantified.
Milestone 3 — Amenity test-fit. On the buildable envelope, test-fit two amenity footprints with their clearance zones — a helipad and a small marina/jetty — and report where each physically fits (or does not) and the trade-off against developable area.
Out of scope: masterplan/architectural design, unit layout, legal/permit interpretation, marine or aviation engineering.
Skills/tools: ArcGIS or QGIS, georeferencing, DEM/terrain analysis, geodatabase management, Python/ArcPy a plus.
Deliverable formats: open formats — GeoPackage + GeoJSON, attribute tables in xlsx/CSV, constraint/analysis maps as layered PDF, plus a short methodology note.
