Sharpen & Refine STL Model

I already have the STL, along with a reference photo that shows how the finished piece should look. The current mesh prints well but appears soft; I need it to look crisper and much closer to the photograph... (Budget: $10 - $30 USD, Jobs: 3D Modelling, 3D Printing, 3D Rendering, 3ds Max, Blender, Fusion 360, Solidworks)
