Wordpress theme development - Small but complex

I have a small but CSS-heavy WordPress theme that needs to be developed. Key Features - GSAP-based element animations (smooth scroll) - Responsive theme - Front-End work needed only. Backend is completed. - ACF-Driven We have a fast turnaround on this, and the theme is approximately 40% built. I need assistance getting this over the finish line. High profile client!
