Resize Flag Design Artwork

I already have the finished artwork for the flag in a medium-sized PNG file (between 1 – 5 MB). All I need now is for that graphic to be dropped into my print template and scaled perfectly to 26 × 107 (units) so the printer can run it without further tweaks...
