WordPress Rebuild - Bricks Builder

We have an existing live WordPress site built on Kava theme + Elementor. Due to structural and responsiveness issues, we are doing a complete ground-up rebuild, not a migration, not a patch job. The new site will replicate the current site's wireframe, design intent, and content only. Existing technical debt, structural problems, and CSS issues do not follow to the new build. This is a backend rebuild executed cleanly from scratch. Phase 1 (this engagement): Clean, performant, structurally sound rebuild Phase 2 (separate future engagement): Visual enhancements and design evolution, not in scope here Stack WordPress (latest stable) Bricks Builder (latest stable) Hello or Astra base theme Flywheel staging environment. Credentials provided at project start Plugin selections require justification. No plugin bloat Site Scope Standard brochure site: About, Contact, Events, Jobs, and standard supporting pages (8-10 pages total) Single newsletter signup form No eCommerce, no membership, no complex dynamic content Mobile traffic is a priority. Mobile-first execution required Technical Requirements These are non-negotiable deliverables, not preferences: Code Quality Clean, semantic HTML output - no div soup, no inline styles where avoidable Class-based styling with consistent, documented naming conventions Global design system configured first - colors, typography, spacing tokens established before any page builds CSS organized and accessible, not buried in builder settings Template hierarchy built before page content: header → footer → archive → singles → pages Responsiveness Mobile-first, not mobile-adapted Tested and verified at mobile, tablet, and desktop breakpoints No layout breakage at any standard viewport width Maintainability Site must be maintainable via code tooling post-handoff No logic, styling, or structure that can only be accessed through the visual builder GUI Inline documentation where custom code is used Deliverables Fully built and staged WordPress site on Flywheel All content imported and matched to current live site Newsletter form functional with confirmed submission handling Core Web Vitals targets met and documented with PageSpeed screenshots Handoff documentation - template structure, class naming conventions, plugin list with justifications, any custom code explained One round of revisions post-QA feedback Milestone and Approval Standards Milestones will not be approved if standards are not met.
