Price comparison software

I require an app that will price compare with wholesalers that the future client will have exciting login details for and they will upload an order with pricing as a PDF and it will automatically populate what items are cheaper and automatically add the cheaper items to the cart The items will be added by either description, product size and barcode to identify the product. The app needs to supper multiple users potentially at the same time I would also like if there was a cap on how many times a user can use the app over a period of time such as a week. The app should also be able to populate scannable barcodes of the items that where cheaper and be able to be printed. The app should be able to support multiple different wholesalers to compare. Ideally if it was an app or a website which has a private login for each customer. And I the owner should have access to add new customers and remove exciting customers
