Fix Mobile Footer Scroll Jump

On my WordPress site, built with a premium theme, the footer behaves oddly on phones held in portrait mode. When I reach the very bottom and begin to scroll up, the view suddenly snaps up to the “Our Services” <h3> heading instead of moving smoothly...
