Jotform Autoresponder Logic Expert Needed

I am using a Jotform to create a series of letters that should be emailed as PDF attachments so I can print them. Everything is already set up, including the PDF templates and form. However, the second letter is not being sent. I need help troubleshooting and getting this to work. It should be a straightforward fix for someone experienced with Jotform.
