Sitewide Delete Warning System for Admins and Subscribers

I need a sitewide delete warning system developed for both admins and subscribers. This is a warning-only system for now. The goal is to make sure users clearly understand what they are deleting before any delete action is completed. The system should be designed with the future delete process in mind: delete warning → mark for deletion → deleted item storage/maintenance handled from admin. However, the deleted item storage and maintenance system is not part of this project scope. It only needs to be considered during development so the code structure is built cleanly for the final destination later. This project should focus on adding proper warning flows across the site wherever delete actions exist for admins and subscribers. The goal is to build the warning system now while keeping the future delete-storage/admin-management process in mind during coding.
