Vectorize PNG design Into Fully Layered AI desing file

I have an illustration saved only as a low-res PNG and I need it rebuilt from scratch in Adobe Illustrator. Every object, shape and section of color has to sit on its own layer so I can freely recolor or tweak individual parts later...
