Cloudflare Expert for Slow Loading

We are looking for an experienced Cloudflare and web performance specialist to diagnose and resolve a regional website performance issue. The website loads normally for users in North America, Europe, and Latin America. However, pages load significantly more slowly for users in several Asian countries, particularly Thailand and Vietnam. Based on our previous experience, we suspect that the issue may be related to Cloudflare routing, DNS, caching, security settings, or another part of the Cloudflare configuration. Disabling Cloudflare previously resolved similar issues, but we do not want to use this as a permanent solution. We need someone who can identify the actual cause and properly configure Cloudflare without removing its security and performance benefits. Scope of work: Test the website performance from Thailand, Vietnam, and other Asian locations Compare the results with performance from the United States, Europe, and Latin America Identify where the delay occurs, including DNS resolution, connection time, TLS negotiation, TTFB, asset delivery, or origin response time Review the current Cloudflare DNS, caching, proxy, SSL, WAF, Page Rules, Cache Rules, Workers, and network settings Check whether Cloudflare routing or a specific Cloudflare data center is contributing to the issue Determine whether the origin server, hosting provider, third-party scripts, or application configuration is also involved Implement the necessary fixes without causing downtime or negatively affecting website security Test the website again from multiple regions after the changes Provide a short explanation of the root cause, the changes made, and any recommended next steps Requirements: Strong practical experience with Cloudflare troubleshooting and configuration Experience diagnosing region-specific website latency Knowledge of DNS, CDN routing, caching, SSL/TLS, HTTP/2, HTTP/3, TTFB, and origin server performance Ability to use regional testing and monitoring tools Experience working with websites that perform well in Western regions but load slowly in Southeast Asia Ability to create a backup or rollback plan before making major configuration changes Clear communication and documentation Please include: Examples of similar Cloudflare or regional latency issues you have resolved A brief explanation of how you would investigate this issue The tools you would use to test performance from Thailand and Vietnam Your estimated budget or hourly rate Your availability Important: We are not looking for someone who will simply disable Cloudflare. The goal is to find the root cause and keep Cloudflare enabled if possible.
