Make layout changes and edit wordpress site

I am looking to work with someone who can help me adjust some design elements on an existing Wordpress site . I would like to start with just changing some things on the homepage and see how we get on. The way I would like to work is to provide jpegs of the way I'd like the page to look and for you to get as close as possible? I appreciate sometimes it wont be perfect!
