Scrapping US State Government Website using PHP / MySQL

We need an experienced programmer to create a reliable script to scrape the DMV website’s list of car dealers. We have a number of states that we need this script to work for. We need to build a list of all the car dealers and then we need to re-run the script once or twice a week to pick up any new car dealers that have been added to the list. We’ll need to grab all the relevant information like dealership’s name, address, license number, phone number, etc. We need to use PHP / MySQL as we have programmers here internally that know PHP well in case we need to make modifications down the road. We’ll want a basic button to press through a web interface, and the scrapping script can run from our server. We’ll give you access to a dev environment on our server to build the PHP script. If you’ve written scripts scrapping government websites before, please let us know what that experience is in your cover letter. We tried to hire some developers for this before but they were unable to complete the task. So for this one, we'd like to hire you for an hour or two and have you do a deep dive into the actual state's website and tell us your approach and how much time it will take.
