Cloud-Based Task Management System

I need someone to build a custom cloud-based hierarchy tasks management system for an educational institution. The system should have three hierarchies: Province, District, and Schools, with a nested structure. Users (admin, teachers, staff, and students) are placed in the appropriate OU. Provincial staff set overarching policies, districts manage schools, and individual schools handle day-to-day work. The system should support creating, assigning, scheduling, and grading tasks; due dates appear in the Calendar; supports co-teachers and class-level tracking. It should also include personal and shared to-do lists that integrate with the calendar, central repositories, progress reports, surveys, and internal portals visible to the right hierarchy levels, Gantt-style timelines, status dashboards, shared calendars for deadlines and milestones, and taskboards.
