Full-Stack Developer- Multi-Tenant Security Operations SaaS Platform -Mobile, Web, GPS, Offline, AI

We are building a modern, original, multi-tenant security workforce and operations platform for internal operational use and future public subscription. The platform will combine mobile guard operations, reporting, patrol verification, workforce management, scheduling, GPS/geofencing, client visibility, dispatch, HR, training, evidence management, analytics and AI-assisted workflows in one configurable ecosystem. We want an interface that is cleaner, faster and more modern than many existing guard-management systems. This is not a request to copy any competitor’s proprietary source code, interface, graphics, wording, branding or confidential information. Budget and counteroffers The posted fixed-price budget is $1,500, divided into four milestones. This is an initial estimate. Developers who cannot complete the requested scope within the posted budget may submit one realistic, all-inclusive fixed-price counteroffer. Do not intentionally underbid with the expectation of increasing the price after work begins. One platform; three editions • Essentials: core officer, supervisor, administrator and client operations. • Professional: advanced workforce, scheduling, HR, dispatch, automation, NFC patrol and analytics. • Enterprise: multi-tenant SaaS, white-label configuration, CAD/RMS, evidence/body-camera, fleet, enterprise integrations and platform administration. All editions must use one shared codebase, database architecture, API structure and mobile application. Editions must be controlled through licensing, permissions, configuration and feature flags—not developed as three unrelated applications. Required functional scope • Responsive administrative and operations command center. • iOS/Android officer application and responsive web access. • Company, employee, client, site, shift, assignment, post-order and document management. • Selfie clock-in/out, GPS verification, geofencing, on-duty location history and exception alerts. • QR, NFC, GPS and authorized manual patrol checkpoints; routes, missed/late alerts and offline capture. • DAR, incident, maintenance, visitor, truck/delivery, parking and pass-on reports with photos and attachments. • Encrypted offline storage, automatic synchronization, retry/conflict handling and visible Sync Status Center. • AI Report Coach, management summaries, Smart Pass-On, Proof-of-Service Timeline and configurable Shift Assurance scoring, all requiring human review. • Secure client portal with tenant/site restrictions, approved reports, patrol proof, PDFs, filters and scheduled delivery. • Recurring/open-shift scheduling, availability, shift offers, call-offs, replacements, overtime/conflict warnings and notifications. • Configurable PTO/leave types, balances, accrual rules, attendance points and approval workflows by subscribing company. • Recruiting/ATS, employee/HR records, licenses, training, assessments, certificates, renewals and performance management. • Visitor, truck, parking, dispatch, CAD/RMS, evidence, body-camera and fleet modules. • Multi-tenant isolation, tenant branding, plan/feature controls, subscription readiness, APIs/webhooks and audit/compliance controls. • Stripe Billing (or an approved replaceable billing provider), tenant entitlements, secure webhooks and a non-billed owner/internal tenant. • Production-ready iOS and Android builds, testing and submission under client-controlled Apple and Google developer accounts. AI and differentiation • AI may improve clarity, identify missing who/what/when/where/action information and create summaries, but may not invent facts or make employment/disciplinary decisions. • Smart Pass-On must turn unresolved shift items into an acknowledged incoming-officer briefing. • Proof-of-Service Timeline must combine arrival, geofence verification, checkpoints, reports, incidents and shift completion into one client-readable record. • Shift Assurance must use configurable operational signals and remain subject to human review. Architecture, security and ownership • Mobile-first, offline-first, API-first and multi-tenant-ready architecture. • Role-based access, MFA for privileged roles, encryption in transit/at rest, tenant isolation, immutable audit logs, backups and configurable retention/legal holds. • Replaceable AI, mapping, notification, storage and other external providers; no undisclosed vendor lock-in. • Repository, cloud accounts, database, domains, app-store accounts and service accounts must be owned or controlled by the client. • React Native mobile delivery and a documented Python API/service layer are preferred; any proposed stack change requires written approval and a migration/ownership explanation. • All custom source code, schemas, APIs, UI/UX files, prompts, documentation and transferable IP rights pass to the client as specified in the signed agreement. Premium template policy A lawful premium starter template may be proposed to reduce cost and time. The proposal must identify its source, stack, license, commercial SaaS rights, renewal costs, security/update history, included components and custom work required. Unauthorized clones or copied competitor assets/code are prohibited. Initial four-milestone structure Milestone Initial amount Required outcome 1. Enterprise and launch $400 Multi-tenant/white-label, enterprise modules, QA, deployment, documentation, source and credential handoff. If counteroffering, propose revised amounts for the same four outcome-based milestones. The four amounts must equal the one total fixed price. Required proposal response 1. State one total fixed price for the complete requested platform. 2. Provide four milestone amounts, deliverables and delivery dates. 3. Identify every excluded or architecture-only feature; “all included” without detail is insufficient. 4. List all mandatory recurring third-party costs separately from development. 5. Disclose every template, starter kit, open-source package and paid component. 6. Provide similar mobile/web SaaS examples, especially GPS, offline sync, multi-tenant or security-operations work. 7. Confirm full source-code, repository, database, account, documentation and IP handoff. 8. Confirm willingness to sign our NDA, confidentiality/non-use, work-product/IP-assignment and source-code/account-ownership requirements before receiving confidential materials or beginning work; approved subcontractors must sign equivalent terms. 9. Confirm that all repositories, cloud/Firebase projects, databases, hosting, billing integrations, app-store assets and service accounts will be created in Company-controlled accounts, with the freelancer using revocable least-privilege access only. 10.
