Dialer Dialing Sequence Adjustment and Improvements

Need someone to make sure my dialer sequence is dialing correctly, right now my dialer is dialing follow ups first and then once follow ups are finished then it dials all of the undialed and new leads. I need the dialer to dial all undialed leads and new leads in the system first and then call follow ups. Along with assuring all prospects in the dialer are being called and no prospects are being skipped by the dialer and to make sure the dialer is categorizing leads correctly becasue the dialer right now is showing leads as being new leads or never before dialed but when I look at the call history, they have been dialed before. My dialer is built on High level NestJS + TypeORM service that powers the backend for the Power Dialer project. The API ships with generated Swagger docs, database migrations/seeds, and Twilio webhook configuration for call handling. Experts only please, we are looking for a permanent fix.
