PWA App for Fuel Receipt Scanning

I need a PWA app that will run on Mobile devices to scan fuel Receipts, save a copy of the receipt to a remote cloud based storage, parse and store the receipt data in a database. The app should be able to run offline and sync data when connected to the internet. The app should be able to scan receipts using the mobile camera and save the receipt data in a database.
