RAG Model for PDF-Based Answers

We need a Retrieval-Augmented Generation (RAG) model that answers questions based only on uploaded PDFs. The output should appear on screen and be reviewed by an expert. The solution should be web-based, support up to 50 simultaneous users, and allow users to review responses themselves or request admin review. It should also be downloadable for standalone use and work with the uploaded database on that system.
