RFID Detection and Smart Lock System

Need a system to detect RFID tags on chairs and compare them against an expected list to identify missing items. The setup should be placed at a storage bin and trigger a smart lock to unlock only when all expected chairs are present. When items are missing, the system should communicate with a payment API, such as Stripe, to charge for the specific missing item(s). Notifications are a nice-to-have feature to alert me when chairs are missing. Looking for someone who can build and implement this workflow reliably.
