Custom WordPress dentist directory - migrate off a plugin, rebuild US city pages

We already run a US dentist directory on WordPress. It was built with a location-page plugin and has tens of thousands of city/state URLs. Search is broken: location URLs canonicalize to a parent hub, invented slugs return 200 instead of 404, and most pages are thin templates. We want a custom directory. No GeoDirectory, ListingPro, or other city-page plugin. What we need: - Custom WordPress: states, cities, practices, and which practices serve which cities - City and listing templates - Bulk import of dentists, not building the list by hand. Ingest practices that match how patients search: emergency, walk-in, after-hours, 24-hour. Store those attributes so city pages can filter and display them - Published city pages should show at least five matching practices. - City copy that is actually local: landmarks, neighborhoods, after-hours context. Shared boilerplate under about 40% of the page Technical bar: - Only published locations get a live URL. Fake city/state/page slugs return 404 - Published city and practice URLs self-canonical, not to a hub - Sitemap of indexable URLs only - Migration off the current URL set: 301 pages worth keeping, 410/404 the rest. Do not mass-redirect tens of thousands of thin URLs onto a few hubs - Remove the old plugin after cutover Done when cities are filled from an import, pages have distinct local copy, self-canonical, and sit in the sitemap; a fake slug 404s; the old plugin is gone.
