Responsive web app for a clinical reference tool (no patient data stored)

I have a complete UI/UX design (all screens, copy, and interaction flows) for a lightweight reference app for psychiatric nurse practitioners doing brief therapy. I need a developer to build it as a real, responsive web app (works on both desktop and mobile browsers). What it does: A technique library organized by therapy modality (CBT, MI, DBT, supportive, solution-focused, trauma-informed) A "symptom → technique" matcher that suggests an approach based on what the clinician selects Session-flow steps and ready-to-say scripts per technique Reusable, copyable documentation snippets (intervention, goal, patient response, homework) per technique A "notes" scratch pad that helps draft session note language — explicitly never stores or transmits any patient-identifying information (no names, DOB, MRN, etc.); text clears on navigation Important: no patient data, accounts, or PHI are stored anywhere — this keeps the build simple (no HIPAA/BAA/compliance work needed). All content is static/reference data plus local UI state. I have a complete visual design/prototype to hand over as the spec — happy to share.
