RFA Intake and Pre-Screening Portal

I need a secure, automated portal for RFA intake and pre-screening where applicants can upload or submit their package. The system should use the existing RFA checklist as a fixed standard to automatically identify missing documents, discrepancies, incorrect dates or signatures, and other deficiencies before the package reaches MCRC review. It should reduce manual screening by the AMOI, integrate with DoD SAFE for sensitive information, provide clear deficiency reports and status tracking, and be simple enough to replicate and maintain after I leave the position.
