Add Clicks to Chrome Extension

I already have a working Chrome extension packaged as a ZIP. What I need now is a small enhancement: when the user clicks a specific button (or another element you help me identify) the extension should open a brand-new browser tab pointing to a URL I will supply... (Budget: $30 - $250 CAD, Jobs: HTML, JavaScript, Software Testing, Web Development)
