Central Back-end System for Smart Traffic Lights

I need somebody to help with a central back-end system for smart traffic lights on the Google IOT platform. The central Backend: receive data, stores it, analyse (city wide optimisation, alerts), unique addressing for each light with a unique identifier or UUID plus geolocation. Edge devices will be coded separately, communication layer: secure API to a central backend. The flow of info will be the unique address, traffic status, the sensor detect congestion or faults, local controller processes and decides (eg adjusting timing adaptively), periodically or on event: send JSON payload via Https/MQTT to central API, tagged with unique ID, central system logs, alerts maintenance, vehicle count on selected traffic lights, intelligent cameras on selected traffic lights with the ability to read number plate and speed detection.
