Cloud-Native Benefits Administration Platform Concept We are building a cloud-native, role-based SaaS platform for administering U.S. state government benefits programs. The platform is designed around a simple principle: policy is the product specification. Every workflow, feature, decision point, and audit trail maps directly to an underlying statutory or regulatory requirement. The user journey is organized around three primary roles: applicants, caseworkers, and administrators. Applicants use a mobile experience to apply for benefits, submit required information, and track their status. Caseworkers use the case management workspace to verify information, determine eligibility, manage cases, and resolve exceptions. Administrators use an insight and compliance layer to monitor program performance, generate reports, and demonstrate that operations are aligned with policy requirements. For the applicant experience, the mobile app will support an application flow that is approximately 80% pre-populated using available data, reducing burden on applicants and improving completion rates. Caseworkers and administrators will access their capabilities through the SaaS platform, with each experience tailored to the responsibilities and permissions of the role. The case management layer will include an AI agent to assist caseworkers with intake review, evidence validation, policy-guided recommendations, exception handling, and next-best-action prompts. The AI agent will support decision-making and productivity while keeping final determinations under human oversight. This is a pre-MVP prototype intended for client demonstrations. The initial version will use mock API calls, representative mock data, cloud hosting, and AI-generated initial mockups for both the applicant-facing PWA app and the internal SaaS platform. The PWA mockups will illustrate the applicant intake journey, including guided eligibility questions, pre-populated application fields, document upload prompts, status tracking, and mobile-friendly notifications. The SaaS platform mockups will show the caseworker and administrator experiences, including dashboards, case queues, applicant profiles, eligibility review screens, AI-assisted recommendations, exception workflows, reporting views, and compliance traceability. Together, these mockups will provide a visual foundation for stakeholder feedback, client demonstrations, and rapid iteration before full product development begins.
