Moodle Developer for Two Instances

We need a Moodle developer or agency to build two Moodle instances: one for a higher education institute and one for a sister company offering short courses. The goal is to keep costs low by developing one core setup and then deploying it across both instances. We are looking for someone who can manage the build, configure each instance appropriately, and ensure both environments are stable, secure, and ready for use. Experience with Moodle projects for educational organizations is highly preferred. Our preference is agencies rather than individuals, though both will be considered. We also need to understand if you build to spec, ie are you a technologist or a learning designer or both. We can provide oversight and learning design inputs but we definitely need the technology build part handled for us. Finally our hosting will be in EU, so either recommendtaions for hosting providers and/or ability to administer a EU hosted instance is desirable and will sit above the initial build and quoted accordingly. We would like to screen applicants before sharing our detailed RFP and choosing our suppliers accordingly.
