Python Developer for B2B Lead-List Tool (Free Public Sources, Excel Output)

Hi, I’m looking for a Python developer to build a simple, reusable tool that generates B2B company lead lists for any U.S. state and exports the results to Excel. The process should be simple. I choose a state, set criteria like company size, target job titles, and number of leads, then run the tool and get a clean spreadsheet of qualified companies. The tool should use free public sources only. I do not want to use paid APIs or scrape LinkedIn. I understand that names and emails will not always be available from public sources, so those fields can be best-effort. If something cannot be verified, I would rather have it marked for manual review than have the tool guess or generate information. The tool should be able to: * Find B2B companies from free public directories, search results, and other public sources * Crawl company websites for additional information * Filter out B2C and irrelevant companies * Verify that the company is located in the selected state * Estimate employee/company size using public information * Collect phone number, industry, and LinkedIn company URL when available * Find decision-maker name, job title, and business email only when publicly listed * Deduplicate companies and contacts * Give each lead a confidence level such as Verified, Good, Manual Review, or Rejected * Export the final results to Excel The Excel file should include company name, website, industry, city, state, employee range, decision-maker name, job title, business email, phone number, LinkedIn URL, source URL, date checked, and confidence level. I want the tool to be modular, with each data source handled separately. That way, if one source changes or stops working, it can be fixed or replaced without rebuilding the whole tool. There should also be a simple config file where I can change the target state, company size range, target job titles, and number of leads without editing the Python code. The tool needs to run locally on my computer. Please also provide clear setup instructions and basic documentation so I can install and run it myself. Preferred tech: Python, requests/BeautifulSoup, Playwright, pandas, and openpyxl.
