Fix Android App Launch Issue

My Android handset suddenly refuses to open its main Phone / Dialer application. Tapping the icon does nothing—no crash report, no error pop-up, it simply never launches. Everything else on the device behaves normally, so I’m convinced it’s a software-level problem rather than hardware...
