Job Scraper + Automated Outreach Tool for Freelance Platforms (Python)

We are a company based in Germany (our team speaks Russian and English) looking for an experienced Python developer to build an automation tool for freelance platforms. What the tool should do: • Scrape job postings from freelance platforms and filter them against our predefined criteria (skills, budget, language, project type) • Send a personalized message to matching companies directly on the platform • Strictly respect platform limits: human-like sending frequency, daily caps, careful request handling – the account must never get flagged or banned • Simple configuration of the search criteria (no code changes needed to adjust filters) • Log of all sent messages, so we can track what went out and when Ideal experience: • Web scraping (Scrapy, Selenium/Playwright or similar) on platforms with bot detection • Python backend (Django/FastAPI) • Rate limiting, proxies, session handling and anti-detection best practices Please tell us briefly in your reply how you would approach the rate-limiting and account-safety part – this is the most critical requirement of the project. Communication can be in English or Russian, whichever you prefer.
