I am a real estate wholesaler looking for a Python/web scraping developer to build a reusable tool that collects motivated-seller real estate leads from publicly accessible U.S. county, court, municipal, and other government data sources. The goal is NOT to receive a one-time list of leads. I want a scraper/tool that I own and can run myself repeatedly and ideally without per-run fees or monthly fees. The tool should be designed to collect records that show genuine signs of potential seller motivation rather than simply scraping random property-owner records. Examples of data sources/lead types I am interested in include: Tax delinquent properties / tax liens Pre-foreclosure / foreclosure-related public records Probate / estate-related property records where publicly accessible Code violations Vacant / abandoned properties Municipal nuisance or unsafe-property records Demolition orders Property-related liens Eviction-related property records where useful Other publicly available government records that may indicate a motivated property owner I want the system to be capable of working with different counties. I understand that counties use different websites and databases, so I am open to starting with one or several counties and having the system designed so additional county scrapers can be added later. Important: The scraper should collect only data that is publicly accessible and should not bypass access controls or obtain private/non-public information. When possible, the tool should identify and export: Owner First Name Owner Last Name Property Address City State ZIP Code Motivation/Lead Type Source I will handle skip tracing separately. I do NOT need phone numbers or email addresses scraped. The final property-address data should be clean and easily exportable as a CSV that can be uploaded into DealMachine. I would also like basic filtering/deduplication when practical, including the ability to exclude obvious business/entity-owned properties (LLCs, corporations, etc.) so I can focus primarily on individual property owners. Ownership/operating requirements: I receive the complete source code upon completion. I can run the finished scraper an unlimited number of times for my own business. No per-lead or per-run fee paid to the developer. Preferably runs locally on my computer or through another simple setup I control. Avoid paid APIs, proxies, CAPTCHA services, cloud hosting, or other recurring third-party expenses whenever reasonably possible. If any recurring third-party expense is absolutely necessary, it MUST be disclosed before development. The tool should be simple enough for a nontechnical user to operate. Include setup instructions and/or a short walkthrough showing me how to run it. I understand government websites can change over time and that future website changes may require maintenance. I am primarily looking for ownership of the initial working system rather than an ongoing subscription. Have you previously scraped U.S. county, assessor, recorder, court, tax, municipal, or other government public-record websites? Please give examples. Would I receive the complete source code and be able to run it myself after the project is finished? Can you build this without ongoing paid APIs/services? If not, what recurring costs would be required? How would you approach making additional counties/data sources easy to add later?
